Mentally ill man was lawfully killed by officers

A cell phone video showing Northern California cops gun down a 110-pound mentally ill man last month surfaced this week, showing the man running away from cops when they charge towards him while firing a dozen shots.

Prior to the video surfacing, Sacramento police were claiming the usual: That Joseph Mann turned towards them while holding a knife, then reached into his waistband, which made them fear for their lives, prompting them to shoot him multiple times because they were “worried he might hurt citizens in the area.”

The incident took place on the morning of July 11 when police said they received calls from witnesses alleging that Mann was carrying a gun and a knife – but they have yet to release audio recordings of those calls.

No gun was ever found and there has been no mention of a knife either.

The Sacramento County Coroner’s Office has released the name of the man killed by officers Monday morning on Del Paso Boulevard.

He has been identified as Joseph Mann, 50, a resident of the Sacramento area. The Coroner’s Office did not have a permanent address for Mann.

The events that led to Mann’s death began about 9:25 a.m., when police received a report that an armed man was acting erratically at an apartment complex on Lochbrae Road.

Other witnesses reported a man with a knife and one described him as having a handgun in his waistband, Sacramento police said.

An officer in a patrol car began following the man as he swung his hands in the air as if performing karate chops, witnesses said. When officers tried to contact Mann and calm the situation, he threw an object at one of the police vehicles, according to a police news release.

Still armed with a knife, police said that the man took a “combative” posture toward officers and failed to comply with commands. He seemed to be reaching for his waistband to retrieve a weapon, police said. Police have not confirmed that a gun was found.

Officers continued to tell Mann to drop the knife and warned citizens by loudspeaker to stay back because of the potential danger.

Mann made his way to Del Paso Boulevard, where he came close to a woman before running into oncoming traffic. Another officer arrived on the scene and Mann charged at the vehicle with a knife held above his head, according to police.

Since the officer could not safely exit his patrol car, he locked his doors.

Mann continued northeast along the boulevard where businesses had already opened for the day. Officers pursued him and two other officers on foot chased Mann near the 1300 block of Del Paso Boulevard.

Mann turned toward them, still armed with the knife. It was then that two officers, fearing for their lives and worried he might hurt citizens in the area, fired their service weapons hitting Mann “multiple times,” according to police.

The two officers have more than 25 years experience with the Sacramento Police Department.

Mann was taken to a hospital, where he died from his injuries.
